Brian Katz obtained a settlement, from the U.S. Army Corps of Engineers, for a mate who was injured when a shackle broke off from a federal mooring cell and struck the mate in the leg. The mate was assisting the crew in tying off to the mooring cell so the vessel could wait its turn to pass through Pickwick Lock.
